However, my coin is partially an experiment to see if using IPFS is possible for a cryptocurrency.

You need to update now. I switched to protocol v3 which is supposed to fix that.

[Edit] I found it, it's in .rcoin2 and .rcoin3 directories in user home

Your user directory, .rcoin3, named default.wallet.

Edit: another update is out fixing more protocol deficiencies

What made you pick 1.5% for transaction fees?
I didn't want something too low to matter, but >2% seemed to high.
(The coin can be divided into thousandths (0.001) so anything too low wouldn't count)

Is the order to start mining

1) Run rcoind.exe, then run ipfs.exe?

I did it initially that way and it worked but now it's continuing to say "Waiting for ipfs to start. . .", and closing after 10ish more seconds, even when I click on ifps a few times over. Tried running the wallet first too
