Doge was born a very long time and its value is not significantly increased compared to the other altcoin. Doge was distributed too much with unlimited Inflation. Nothing will affect DOGE, it has unlimited supply so even it will be the year of the dog still there's nothing will happen to DOGE. It will surely rise but don't expect it to be that profitable because there is a probability of it rising a little but it won't last long. It would be more profitable to invest to other alts rather than investing into dogecoin now. It also ain't being developed further so it won't possibly pump much again. New year somehow will only generate a little hype into it since it is the year of the dog like you say, and some people will think of buying doge because of it. It wouldn't surprise me to see a slight pump given that already much of the DOGE trade is in China. I don't expect that it will make the price go crazy though, something like maybe a 20% increase is my expectation.
