The OP is correct, if there is no guarantee of delivery, or discount comparable to difficulty increase when the delivery is late, then there is no point in placing the (pre)order.

It is just throwing money away.

I learned my lesson in 1998 when I pre-ordered Duke Nukem Forever.
Since that time I don't buy anything unless I know it is in stock and going to be sent right away.

You must ring your card issuing bank and check your purchase is covered with payment protection. Different banks and difference countries abide by different regulations and payment cover.
