Return the money in case of failure - I think it is part of the contract with major investors. Since the contract before a certain date must be blockchain and tokens of the project.

Why TELEGRAM can mobilize so much when just step into the technology blockchain (BITCOIN)? Some of my comments:
Telegram is the largest social network for users to exchange with each other and especially in the world of crypto currency, the ICO community as well as Coin use telegram! So earning data and learning from there to build their own TON blockchain is possible!
And Telegram's ownership of the world's largest crypto currency community is not difficult to capitalize on $ 1 billion, plus their technology engineers!
The opposite opinion:
I think that investing in ICON TON is not on my list, simply because TON's MARKETCAP is too big over $ 1 billion, so increasing the asset value through ICON TON investment is not the right solution!

Any Telegram ICO announcment is a scam and anyone investing in any such ICO will be fleeced, stripped clean and bereft all there money.

Me too. I have never met official information. All they're saying now is rumors and retelling rumors. There is a lot of phishing Scam on this topic. While it is only known for 1, TON do by the team. I think it's part of a marketing strategy. I'm waiting for new information, but nothing yet.

As far as I can tell, all accurate information has been taken from the personal Twitter of Pavel Durov. He personally confirmed that the TON will be. Also Durov in the Twitter keeps a list of Scam around TON so that people do not fall for scams.

When I first read about Telegram ICO, I had only one question - what Durov will develop for 1.7B?
it is an interesting ICO because it is a huge money pool and the CEO is a very strong businessman.

Durov used to stay in UAE for a long time this winter encouraging investors to support his project. I think that with great likelihood TON won't go in for crowdsale, the sale will be listed and sold out in a couple hours.

Bitsum community and Devs already embarked as "BitSum is the first telegram based cryptocurrency" and on the Other hand TON's inception.
The time will tell which is better and bigger. Since bitsum already on its run and making headlines everywhere. TON's development lags far behind.It needs to speed up things.

Yes, it looks like there will not be any  ICO Telegram. There was too much noise about the upcoming ICO, but in the end everything ended with nothing. All the same if the ICO had been held, it would have been a mega high-level project.
