No.  

In the absence of governmental protectionism or a "natural monopoly" (google it) cartels/monpolies can't exist.

A simplified rational is that either the existing competitors will charge a "fair rate" (at which point they are hardly a "cartel") OR the massive margins will attract new competitors which give exactly zero fucks about any cartel agreement and look to undercut their bloated overpriced competitors.  The free market to resolve this rather effectively EXCEPT when the government tries to step in an regulate things.  For every "problem" they solve they create new ones, distorting the market, and creating new cartels.
