It will not entirely go to devs, part will be used for bounties and probably decent exchange.
Not all developers are miners/investors, so I guess they want to attract some new devs with rewards.
Without good devs miners and investors will own much less worth coins.

I've seen communities much bigger than this one try to get listed on Next.Exchange and fail.
I think it's up to the much larger Japanese community to do something on this coin.
Hopefully the premine from the upcoming hard fork will be used to pay off an exchange.
I hate premines, but whatever.  That's the name of the game these days. 
Pay off a good exchange, or get listed by exit scam after exit scam.
