There like 7 another alternative platform to monetize your vid beside youtube, but youtube is the best platform from all of them. They have rule like that so there no ad abuse. You know youtube have tons of reuploader and investor dont like that. so they try to reduce that by making small channel cant monetize they vid.

You need to check LBRY Credits project, seems like it very similar to what you speak about. They already have working platform and they promote it to content creators.
