For some reason that 360 second post-time really bugs me  . Is there a rank that bypasses this? |

Yes, that limit decreases the higher you rank up. It's just to prevent newbs spamming.

Is there a limit on the amount of activity you get per 2 week period?

Why would you need to pm many people as a newbie? I believe it is to stop the bots from sending mass PMs with phishing/malware etc |
