I would not use PayPal to purchase Bitcoins. You can read the wiki if you want a detailed answer as to why. Don't know what Webmoney is, sorry. Debit card is also not very feasible right now.
The best place at the moment is the exchanges such as MtGox, Tradehill, and CampBX.

Use MtGox.com for transactions, to add funds use Dwolla.com and link that with your checking account.
also, MtGoxLive.com is a great tool for monitoring buy/sell orders & the price of BTC.

I wouldn't trust MtGox, TradeHill or Bitcoin7 seems like the better route to go.

Hey, why wouldn't you trust it? It's the oldest exchange and has the most experience/support. The 'hacking' scandal was the fault of a third party company, they monitor transactions and make sure MtGox isn't stealing. They were 'hacked'
besides... nobody lost and BTC or money from it.
