You are a junior member on the forum and don't know how to be part of a bounty programme showed you have not been following the events of things on the forum and even visiting the right section of the forum. Bounties are found in the Alternate section of the forum specifically the market place sub section https://bitcointalk.org/index.php?board=238.0 all you then need is to find which one you can be part of with the requirements and the rules. There are tons to join in.

I think Bounty programmes are a great way of allowing people to use what they have to get what they dont have...

Seriously??? I think you are kidding us here?  You ask how to join bounty but I noticed you have already a signature under your post. What was that, joke or you don't know what you are doing here in this forum.?
Maybe what you mean ICO? If you mean ICO, you can go to google and search. Or you can search in this forum and read more. Give time to read if you are planning to participate in ICO. Hopefully I'm right to what I think you mean. Just incase you really don't know visit altcoin section bounties look and read, read and grab what you think perfect for you.

Every bounty is affected with your bitcointalk rank, this rank is very important to campaign managers, as they divide the stake on the rank of every participant, the higher the rank the higher the stake "payment"
rank contains different signatures as the length of letter and capability of the signature area are better for higher ranks,
only full member and above can wear avatar, this avatar gives more credit to the participants.
The higher the rank the better, and better keep track on the rules and never spam.

Interesting job because of good pay out for a promising project, But make sure to be wise and always read during participation of ICO's, There are many scams in the field. Make a research and understand carefully the regulations,, Best wishes and good luck:)

To be in a Signature Bounty Campaign you will need to be able to use a Links in your signature and Jr. Member can't do that.
So you will need to be Member.
You need 60 posts and 10 merit.

Actually, there are lots of people in this forum got the highest rank but then can't
understand what is this for. I observed it when I was a beginner.

First thing you need to do is rank up your account. Read a lot of topics from the beginners and help thread because it will help you a lot specially when you do not understand anything about cryptocurrency and this forum. When your account has reached its qualified requirement for you to join a campaign, you can try joining your first signature campaign. You just have to read and follow the rules given from a certain company or ICO or whatever it is that offers an available position for you to join. Copy the signature code based on your rank, paste it to your signature field in forum profile information link found in profile section and wear your avatar if your rank is member or higher. You just have to do a qualitative post or a post which contains proper english grammar and then that's it. You will receive your payment for that based also on their payment method and schedule. In bitcointalk forum, you just really have to be wise in finding the best signature campaign or bounty that fits your tastes.

All you have to do is to look at bounty section and choose the bounty you want to be part of.
you can apply for social media program and use your facebook or twitter accounts to share or write posts (it is always about promoting a new coin).
Some bounties accept Junior members to be part of their signature campaign.
Also, if you are a good writer, you can write articles about the product (the coin).
