Or, only the ICO is based on ETH platform and then you want to create another platform?

The ICO is based on ETH ( we accept only ETH ) and our platform will use Ethereum's blockchain. We're also looking for others to migrate our platform to ( we've contacted POA and we're waiting for their response;  we wabt to have a technical discussion with them to see if what we're doing is possible on their blockchain )

Our ECTO token is a standard ERC20 token and already has standard smart contracts implementation (with time locks, whitelisting etc).
Our platform allows creation and trading of ERC721 tokens, which is a relatively new standard developed for unique (non-fungible) tokens.

So, both the platform and the ICO are based on the Ethereum ecosystem, and they are both decentralized, if you will.

It's just a simple proof-of-concept, to show how easy it is to create a token on the Ropsen test network and to trade it with others, using your Metamask wallet.

Our platform has nothing to do with 'collecting' debts and such. It's just an unfortunate alternative meaning of the verb "collect".
We are using it in the 'traditional' sense, where you collect rare (unique) items. It allows you to create your own individual tokens.
