But, if I understood correctly the hybrid exchange means that they combined centralized exchange with decentralized exchange.

Could you help me with comparison of your performance.
According to https://qurrex.statuspage.io/ your matching module has 3.5M transactions per second.
According to https://bitfinex.statuspage.io/ Bitfinex throughput is 0.2M transactions per second.
Qurrex is almost 18x times faster than Bitfinex.
Is it correct? If yes - guys, thats amazing!!!

3.5M tps is raw matching module perfomance, when other modules like risk management system and posstrade reports system will be deployed this number will decrease. Trading capacity of whole platform will be 70K tps in 2H2019 (you can find detailed information in WP on pages 34 and 35). As for Bitfinex. This is 0.2M transactions per minute, so this is 3.3K transactions per second.

Why should we get a license for 400 thousand euros, and then conduct an ICO? What do we do with the license if we do not collect sufficient funds for the implementation of the product?
