Does the nature of the consensus mechanism erode the value of the token if bad actors are successful?

We suppose that the DPOS consensus mechanism provides adequate protection against the actions of individuals who may negatively affect the value of the Qurrex series 2 token, used in our DEX:
1. Network participants who delegate the right to vote to a certain confirming node are interested in the stable operation of the blockchain and are not interested in the fall in the value of the token. They will cease to "transfer" their tokens unreliable confirming node in the event of actions aimed at destabilizing the operation of the network, for example, the lack of signing transactions.
2. One of the DEX nodes will be our centralized exchange, which increases the stability of the system without the appearance of the effect of unnecessary centralization.

Is there any scenario where a bad actor can succeed in cheating the network without facing ramifications?

Now it is quite difficult to identify these scenarios, because we didn’t chose the blockchain that will be used for our DEX. This choice will be made when we move on to the active phase of DEX implementation. After that, we will be able to solve these issues together with a partner who will provide its blockchain. We are thinking of using EOS, 0x, Stellar and other developing blockchains.
In addition, in the case of the implementation of the option DEX with centralized professional custody there is an additional mechanism of protection/impact on the "pest" - temporary blocking conversion of digital assets into cryptocurrencies/tokens/real assets data professional custody for all users of DEX or individual customers.

Why is the company, on behalf of which the ICO is staged, registered in the Cayman Islands, when the licensing activities of the exchange are scheduled to begin with the countries of the European Union? It's kinda suspicious.

Due to the optimal taxation of ICO at Cayman Islands. But in order to get a European license we have to incorporate subsidiary (operational company) in EU. In addition, we are going to receive more than one license: we want to launch the exchange in several regions, at least in Asia and/or USA. For these two reasons, the collection of funds and the establishment of the exchange are made in different jurisdictions.

By now we have developed a back-end of our trading terminal, which will be the main interface of our exchange system. In the future, we will develop a trading terminal as a platform for social trading and investing; we estimate it to be 60% complete.
Aside from our work on the trading terminal, we have also developed the core architecture of the exchange system (CEX). We are forming a technical and functional task for developing exchange system. We’ve also begun work on individual system modules. We estimate the completeness of the exchange system to be at 30%.
