What about using an exchange like Kraken, Bitstamp, and others? Can't you? What payment method are you looking to use to buy your ETH?
Or is the problem about getting giving your personal information to get verified?
There is the marketplace here that you can take a look at, it may help you.

Can you do bank transfers? if you can then you can buy BTC/ETH easily on paxful/localbitcoins. you can also try changelly, they accept visa and mastercard (i have not used my card there, so i'm not sure if they're working or not).

@Lite I rather use card to pay.  I tried to use Changelly but seems they are having issues with their server, plus it has too many bad reviews. I was told  Localbitcoin its too expensive.

You could try this exchanger.
 https://www.bestchange.com/perfectmoney-usd-to-bitcoin.html( not a refferal link).

I have used it in the past to change paypal. There is a selection of cards available but it will depend upon the country you are in. The rates offered may be different from Paxful and others.

Where are you from OP? If you're from Balkan area or somewhere close, I might have a service for what you're looking for but that webservice is based in Serbia and I'm not quite sure if they're operating outside as well, tho u might ask them. Pm me if you're interested.

Need some spare btc for a new PC that can at least run Adobe Dreamweaver.

I usually use Bitlish, for the same reason that Coinbase doesn't work in my country.
They don't have rates like Coinbase, but not really that bad in comparison with other services.
Give them a look.

You OP can try Cex.io. I know they don't care much about any country you maybe from and from Caribbean I think it is Ok. The verification is simple, you just need a selfie and utility bill like everywhere else nowadays but you can buy Ethereum directly here. I use this service to sell my bitcoin at a premium over Bitstamp, Skrill and Bitpay. I don't know why but they offer me better rate than exchanges. You can give it a try.

Localethreum excahnge is a good option to buy ethereum with fiat currency,it is just works likes the localbitcoins.com with the decentralized escrows. But I am not yet used this service because I can buy ethereum with the coinbase in my country it is simple so I am always using coinbase.
Or you can buy bitcoins with localbitcoins if your country doesn't support any other exchange which allows us to buy ethereum with fiat then you just move the bitcoins from the localbitcoins to anyother exchange like poloniex then buy ethereum with it,the fee is very cheap in localbitcoins for now so it is affordable for everyone.

Easiest way would be to get Bitcoin first, and then get Ethereum with your bitcoin.

For this, you pretty much have a range of options. Obviously there is localbitcoins which I'm a big fan of, but there are also fiat exchanges that you can use. Kraken, Bitstamp, etc. In fact they all have ETH listed mostly as well, so you could get your fiat deposited and then get ETH straightaway if you wanted to as well.

For the quickest trade without any verification though, go with localbitcoins. Expect 5-7% above spot price for your fiat though, which is a bummer since otherwise they are the perfect trading platform. Then go exchange that BTC to ETH on shapeshift, expect another 5% above spot price deal so in total you'll be losing out on around 10-15%. Not a great deal, but it's fast, and no verification anywhere.

Localethereum seems to work as well. Haven't tried it myself though.

You are not going to be able to buy anywhere with credit cards (the card companies are experiencing loads of chargebacks from fradulent buys). Why don't you send a wire transfer to one of the exchanges?

I´d still suggest Bitstamp. Your earlier claim that verification takes too long is
probably unfounded. Bitstamp has quadrupled their staff year-on-year and if you
submit your documents in good enough quality it should take less than a week.

You could also speed up the process by contacting Bitstamp-Domen here on Bitcointalk
after you have sent in your documents. He has been very helpful in my experience and
has helped me and countless other users.

Besides, you could buy coins using your credit card using Bitpanda.
Provided that Bitpanda is actually operating in your country. Verification
is pretty fast, because they have outsourced it to external companies and
you can do it yourself using Webcam or smartphone.

There are so many ways to buy Ethereum with your fiat money but I think the easiest way to do this is that you get in some local crypto forums, they have local users from whom you can buy Ethereum directly. For a newbie, that's the easiest way I think. Many years ago, when I was a newbie like you, that's the only way I could find out to buy Bitcoin, there wasn't so many way to do so. Have a good day and good luck with your trading. Smiley

@slapper Thanks for your advise. Problem is that trading with users directly they always ask for "send money first" and even a newbie knows that is a scam.
I will rather buy bitcoins and then trade it for ethereum. Now my dilemma is where to get the bitcoins since I am paying with card...   Cry
