The effective balance is your balance every 1440 blocks, so if you have 100 DIRA at block 1 and 2000 at block 500, your effective balance will be 100 until the 2000 balance reach 1440 confirmations.
CPU mining still not enabled it seems. Devs ^^ can you give us an update please? It's a bit annoying!
Sorry for the issue but it really doesn't depend on us, the server is still unstable, if we enable the cpu mining you'll have a bad user experience with interruptions everytime the server goes down and client lose the connection.

Warning: your account public key "MY PUBLIC KEY" has not been published to the blockchain. This means it is not as protected as other accounts. You must make an outgoing transaction to fix this issue. (Set account info, send a message, buy an alias, send money, ...)
As the message says you have to make a transaction to obtain a public key, the simplest thing to do is to send 1 DIRA to youself.
