Quebec, Canada where residential customers using less than 1000kWh per month pay only CA $0.057 per kWhr plus CA $0.4064 daily fee. If you go over that limit the cost for the extra is CA $0.0892 (for comparison, CA $0.0892 = US $0.07) which means you can produce a Bitcoin for US $1886 (plus the US $0.325 daily or about US $265.5 total assuming you run 1 miner) in Quebec, Canada; cheaper than most locations on the map.
