I think its not too late to buy bitcoin for a beginner. Bitcoin still low price and it will grow more. So it is right to buy bitcoin for everyone not only Beginner's. Most most important thing is learn enough knowledge about bitcoin and crypto trading. A Beginner should research more in crypto market and make a plan. If you able to using your own strategy then invest in bitcoin.

No doubt there is rise and fall in the prices and for a beginner it can be risky sometimes, but we should stay positive  and keep on learning new things and trends in bitcoin which will always help a beginner in gaining profit. I dont think it is too late. I also started just a few months. And as for your question if it is a good time to buy bitcoins,  I think so because it's value had decreased  but you should wait for a lesser price. It depends on you if you want to buy bitcoin right now and you are fine with the price just go on but if you want a cheaper price then wait for it.

The best time to buy bitcoin is in the past 10 years, and now this is the time to buy a bitcoin because if you can see the bitcoin price is about $10000 - $9000 and for sure by this year 2018 end the value was increase again.

the right time to buy bitcoin at a time when bitcoin prices are low, and sell at high price times, with it we can get bigger profits

The question is what price are you going to say that it low. September 2017 it was about $3K and by December it was almost $12K. Now bitcoin is less than $10k. The prices are so like a roller coaster that its so hard to tell when you are you going to buy bitcoin.

For your first question I will say no! No your not late you you could still ewrn bitcoin although we have a new rules in forum like merit system you could still join the bounty campaigns.
And for the second question yes this is the right time to buy bitcoin because this season is low price season. When near end of the year it is the season of increasing price.
