If the next difficulty is calculated from the past 2016 blocks, does this mean that the time interval between the 2016th block and 2017th block is irrelevant?

Example:
block 2016's difficulty is based on the interval between blocks 0-2015
block 4032's difficulty is based on the interval between blocks 2016-4031

Does this mean that the interval between blocks 2015 and 2016 is unaccounted for?
