Let me explain to you: This is what happen when a private key is made public.
the address maybe receiving very small amounts of coins, from faucets etc,
Basically there is a lot of small inputs, so the bitcoin transaction fees to take the money out of there are higher than the amount people try to withdraw, so dont be fooled, this amount will be in a limbo forever or go to the first people that claimed it.

Why cannot someone spend the coins while mixing a high priority amount, say 10 BTC as another input? The whole transaction wouldn't need fee added.

You can do what you want. Only 1 transaction will be put in a block anyway. The miners will choose wich one. Usually the one with the highest fee
