It's more safe to invest if Almost all development is done, but then CAP should be small(only marketing, bounty, etc.) So if Almost all is done and soft cap is big, than that's the indicator that something wrong with the ICO.

Of course not. What did you take it from? Probably there are such projects, but it certainly does not belong to all ICO

It is the opposite, if an ico does not have anything to show when they begin the ico that is an ico in which I will not invest after all why do they need the money at that point that is a clear sign of a scam, they need to have as least some code we can look so we can determine if they are legit or not so you have it backwards so for now avoid investing in any ico or you will lose your money.

Obviously i wont invest to a project with least work. Hottest ICO is the one who do the most work you cant become known if you dont work hard for it getting a huge partnership is so hard so you cant say that  those ICO with least sweat are the hottest.
