I can tell you how to get a fully working portable LTC wallet only downside is you need to have the whole block chain

( I normally get portable wallets made for 10ltc or less )

I know, the client needs the blockchain on hand.
To make the client portable is not a big issue, but to implement other features is a bit tricky. The electrum code could be a good reference for that.
