The best time to invest in an ICO project is private sale cause you can buy at lowest price and get the biggest bonus percent. But it'll not the problem if you invest in a scam or bad project .  You should only care about the best time to buy when you find out the good one to invest in but it's not easy to find out 1 or 2 projects out of hundreds ICO project on the internet.
