My account "klarki" was hacked. (March 7, 2018)

I kept contact with klarki outside of this forum. We have worked together on some projects.

it looks like the associated email has been crashed and the account thief started taking over using the forgot password feature.
the same incident as my friend's account.
it seems bitcointalk should improve security for login.
because when registering we can also register using a fake email that has never been created

No. Account recovery is low priority, many have been waiting months.

In the mail that you block the account, why it's not possible to recover it and reset the email and password?

The hacker took control of the account but once the op realised this he locked it via the security email which you get when the account details have been changed. He now needs access restoring back to him.
