Personally 12.5 B / Month is cheap if the number of unique impressions is correct. Via Adsense (if the website can get approved) the owner could get maybe 10-20 times this amount in Dollars per month. (depending on a lot of things)

If you are not banned/have content with Google with allow  via Adsense it would may be make more sense to use them and with the $$ earned buy mining hardware
