I think $30.000 is enough for only the code of the exchange you create, but for marketing and other operational costs, salaries etc, you need much more than $30K. Source code is actually nothing.

OP unless you buy a white label exchange service you won't be getting anything worthwhile for 30.000.  Listening to clueless members pointing you
to agencies willing to sell you an exchange for less than 30K will cost you a lot more down the line. Proceed with caution.

To start with you wouldn't just "buy" an exchange off someone.  Anyone could sell you one but its all about the security, so you would probably develop it "in house".  You wouldn't give anyone else access to your private keys so why would they have access to your source code?  How much does a decent developer cost to employ?  Also you don't just buy it, install it and run it error free.  There is ongoing maintenance, upgrades and general support.  If you are going to pay another company to develop it AND support it into the future then you will be paying over the odds.
