Most of them aren't active users and also keep in mind that highest percentage of people have more than one account. I estimate that only 1/3 or 1/4 is the active user from that number or probably even lower. I opened the txt file in Sublime Text which automatically shows you how many lines of text are in the document. You can also use Notepad in Windows and turn on the status bar to show the total amount of lines. In total there are 615,451 lines but you have to discount the first 10 lines because they are not user ID's.

Someone probably login to his account, made that 1 free spins then got 2 lottery tickets and never came back for a while to do another free spins hence there was only 2 tickets in his account. If he had been coming back regularly to the freebitco.in then he would have had more than 2 tickets on that round
