I recommend ICON. Following a successful launch of their Chain ID system in Q4 2017, and their mainnet in late January 2018, ICON has hit the ground running, having:
Entered into a strategic partnership with Kyber Network – a step towards building a token exchange system for blockchain interoperability
Entered the global gaming market with the goal of creating a new gaming ecosystem highlighting creator right
Signed an MOU with a biometrics technology services company, unstructured contents management company, and lead Korean bank
Launched their wallet, ICONex, and ICONest, a token launch platform for the creation of dapps

I recommend Quarkchain when they will provide a blockchain with 100k tps (while bitcoin just 4 tps). To pass their KYC is very difficult, you need read through their Whitepaper to answer many question. But this project is so hype!!!

TON (short for Telegram Open Network) emerged as a solution to problems common to all cryptocurrencies. The idea is simple: give blockchains a common foundation so they’re more easily accessible.
It would be integrated to the Telegram app, with which most crypto-enthusiasts are already familiar. This implies a direct access to their almost 200 million monthly users and is a very valuable asset in itself. The idea is quite good, and somewhat resembles Kik’s KIN token. We’ll have to wait and see whether it takes off.

I find it really tough to pick out ico's now because of the huge number of them that exists now, but qurak chain does look like a good one . Check that

Sphere is the new generation of social network. They are creating a decentralized social network, separate from those corporations. You have a say, and above all you take back the power with every click and every social connection

Cointed is a company with a mission. They’ve set out to change money using crypto. They’ve already set up a network of Crypto ATM machines in Austria and several other European countries. Their token is called CTD and it facilitates the acquisition of the ATMs.
Cointed is a functioning company, and their ATMs are already operating, so it’s safe to say that their tech and management are sound. Also, if they succeed, the whole crypto world succeeds.

I would recommend AgroTech Farming - an already established Russian company specializing in indoor hydroponic farming equipment. They have developed and constructed, a futuristic-looking appliance to grow vegetables indoors without effort or previous knowledge.
This ICO has many signs of a killer deal. The company and product are already set up, so it’s not a gamble to see whether they can build what they promise, they’re past that point. These are not dreamers but serious businessmen.
Also, it’s a cool idea to fall behind: easy to make, affordable, safe organic food for everyone.

I really liked your choice, it completely coincides with mine, I would add only QuarkChain is a high-throughput blockchain that aims to achieve millions of transactions per second (TPS).

It would be nice if OP would provide us with some details as why are those the best ICO's and why are they so promising.

Envion’s device is a pretty neat idea that combines solar-power, high-tech mining, and a global community.
It’s all based on electricity prices. Solar power plants generate an overcapacity. This means that sometimes, they make much more energy than is demanded. So, price plummets, but only at the source.
The global community of Envion miners, interconnected through dedicated house-made software is also a solid base to run on. Finally, their tech is not just sound, but patent-protected, so the risk of copycats is limited.

I believe in WCEX. It’s an exchange to trade cryptocurrencies. What are they offering that current exchanges don’t? Super low fees (like 10x less) and anonymous trading. No ID verification. This will be the go to place for everyone who has an interest in keeping their profile private. Moreover, they will be giving out dividends to tokenholders based on profits. We don’t know who the developers are which is an area of concern but IMHO, since the price is low for the ICO, it’s a low risk with high potential.

Comsa is a consultancy group in Japan specialising in blockchain technology adoption for clients. Considering that Japan is one of the few countries that has recognised Bitcoin as currency and means of payment, I think this would be a great long term prospect.

One great platform that I recommend is Crowdholding. There you can log onto their platform, give feedback to businesses and you receive crypto for your responses. The better the response, the more of the share you get. It is completely free and allows you to explore the crypto world without investing into it. I have also attached an article from them which has numerous ways on how to get into cryptocurrency without investing or buying hardware / learning how to mine.

No offense, but I wouldn't invest in this project, it looks raw. Maybe in the future I'll change my mind.
