I updated the retarget algo to mimick PPC's one.

The better question is "Does the coin deserve to still be alive".
Why not? It's still trading on Bter, so I did the update.
It was interesting to me btw.

Stand alone windows binaries package is incomplete.  Exception "mingwm10.dll is missing".

Hopefully didn't need to change from prior version as I just copied the new dlls over the old ones for what was in the package.
