My 1080Ti test rig consists an watercooled Gigabyte Auros (GPU 1), a MSI Gaming X (GPU 2), and an EVGA SC2 Gaming (GPU 3).
As of this afternoon, I just noticed GPU 2 only hashing ZEC at 381 sol/s while GPU 1 is 710 and GPU 3 is 670. I haven't changed any drivers, it doesn't matter if I turn off MSI AB, reboot the computer, or the miner. This can't be good me thinks.
Things I noticed: Temp is OK at 63C, board is clean, Afterburner is showing erratic (when compared to the other 3) frame buffer, bus usage, and voltage limit spikes. Power usage is very erratic.
Do I have a bad Gaming X board? Thoughts?

Try GPU 2 in a different slot and see if it changes for the better. If you are using risers I would try a different one of those two.

My guess you use the GPU 2 with a monitor connected that is why the hashing rate is drop.
I experience this issue before in GTX 1070 and I notice that one of my GPU is connected with 1 screen then the hashing rate drops by half instead of hashing is 450sol/s it's hashing around 200sol/s to 250 sol/s.
I tried to run the GTX 1070 for almost 1 hour with the monitor off then check after 1 hour and I see the differences.
So, I suggest that you try to run your miner with a monitor off or turn off your monitor after you set up and run your miner.
Check it after few hours and look for logs if the hashing is different or not.

I need to pick up some spare risers. I normally have them...doh! I'll give that a shot and find out.

None of my boards are connected to the monitor. I'm using a an Asus B250 mining board so I just use the integrated graphics. I did have similar issues with my 1070 rig that IS connected to monitors, so I feel your frustration!

Sometimes, if you are right on the cusp of power capacity then changing mining software can reveal problems.

Sometimes, if you are right on the cusp of power capacity then changing mining software can reveal problems.
I've only got the 3 boards on an EVGA 1200 P2. Obviously I was planning for a lot more on the PSU but that's what I was able to have now. Is it even possible to be choked off somewhere now? I've only been switching between NiceHash and EBWF miner since it's birth 2 months ago lol

Well it might be bad connection to the card of power cables from your cpu, or dying riser, or maybe some dust cause it. Check everything, all connections, remove and insert the card from riser.. and observe any change

While your risers are in transit try to install your GPU in question directly into the slot (or in another PC) and check what hashrate does it give you.

Just for "fun" try reinstalling drivers. I have had such issues with my AMD rig, 1 card starts to hash with hashrate of 0 the other 4 hash normally. Use DDU for driver uninstall.

It sounds like you are already doing a lot of this. Just to make a list and this list is not necessarily in order... I would:
1. disable/enable all GPUs in by using the device manager. then check performance again and maybe even run it at Non-OC settings after the disable/enable reset.
2. power down the system and disconnect/reconnect all connections. Also, assuming modular power supply: move the GPU connector to another modular power port. And... check the PSU voltages if you have a tester.
3. uninstall/reinstall drivers. Also check for latest drivers and maybe even try older drivers.
4. Try a spare riser, move the card directly to the motherboard, OR swap risers to see if the problem moves
5. Try stock settings for clocks on everything and verify that nothing is overclocked by using something like MSI afterburner.
6. Try running the problematic card in a separate rig/station.. maybe even a personal computer
I was trying some overclock settings this weekend and I ended up just going back to stock. I seem to fluctuate between stock and OC settings depending on various coins but I find a lot lately it's just as smooth to let things go at factory settings.

***UPDATE*** Pulled and re-seated all of the connections (data and power)-No change Replaced the riser entirely (sands USB cord)-No Change Ran Stock Settings-No change I'm mining verge at the moment and it's hash is stable around 1/3 of the other 2 (roughly 19 MH/S) HOWEVER- Disabling the other 2 GPUs in device manager and running a miner produced good results: 68.6 MH/S with stock settings. I disabled the MSI card and then re-enabled all of them. The other 2 cards worked fine, but the MSI couldn't get above 33 MH/S. When I turn AB back on, even using stock settings for just that board, the hashrate drops to 14 MH/S. If I reboot the miner without AB on, it runs as it should for a few minutes and then reverts back to stupid mode. @grendel25 I think you're on the right track. Where do I take it from here based on that info?

MSI afterburner software and gigabyte 1080tis suck
my guess is the gigabyte card combined with the msi card cause a conflict .
I would run this on smos and see what happens.
