Kaohsiung Bitcoiners Meetup events are on every 1st monday of the month @ Black Dog Pub.

Locals and foreigners can meet and talk about bitcoin, favorite cryptocurrencies, trading, use-cases and the newest news in the crypto world over some drinks.

...is a pub, called the "Black Dog", which is a bitcoin-friendly place in Kaohsiung since quite a while and hides in a little street called Yunwen Street No. 142 - near Love River / Wufu 3rd Rd.

The owner, Andrew, is happy to accept your bitcoin payments for drinks or food.

Any reasonable offers of paying with "altcoins" are possible, too... you can negotiate that, just ask what currencies Andrew accepts apart from BTC.

Good question. For now its hard to find an active crypto community outside of Teipei. I'm living in Taichung and so far it seems like there isn't a single meetup Let me know if you know one.
