It's a bug/feature/? devs have introduced when a bitcoin was worth nothing, to avoid what they called 'bitdust'
Then they deleted it
And finally it was reintroduced by error, but they are aware of that, the next version won't delete the bitdust anymore

Ah, thank you Jack! So if I understand this correctly; if I make a transaction that leaves less then 0.01 btc in my wallet the remaining funds will be be lost as a transaction fee?
