I think Yes  because investing in ICOs is very cheap compare to altcoins that are available in the market today we can buy a big amount of tokens that we can sell also once the tokens are available in the exchange.

No one can tell if it is the right time or not. The market has its own plans.
Also, ICOs depend on the teams that are doing them and the products that they are having. There are also different factors such as the countries, goverment, the economy.
