Looking to set up a second 4-6 AMD rig. I have everything but the MOBO and CPU. I can get a really good deal on them, but is there really any difference for mining between these two?

For me, overall, those two didn't give any difference performance in the mining process.
May a bit different in cost, but am not too sure, cause my AMD rig using old mobos, and of course old processor (Super Cheaper).

Personally I think while AMD processors are cheaper and perform better when compared to cost, you will pay more for the motherboard.

I go for the AMD CPU for 2 reasons.

1 - I like the underdog, I just do.
2 - With the lower end Intel chips (celeron) you can't (ok, you can but not well) mine cryptonight coins with the CPU. If you get a 4 core ryzen for $90 or so, you got 200-230 H/s... If you end up building a lot of rig it adds up. I only put 6 cards in my rigs, it is just easier to manage.

Not really. I can score an ASUS gaming MOBO for $50. It's 50% off right now.

If you can get cheaper, then go for the cheaper ones. Complexibility and performance aspect, those two didn't give any different to your GPU rig (like I said above and I experienced it). So, you need more concern to cost aspect.

OK a not so serious suggestion, I have an asus TR4 board with threadripper x1950

downside not many pcie slots compared to some but plus side my own compiled miner runs for weeks/months with vega and no hash drop

4 x PCIe 3.0 x16 (single@x16, dual@x16/x16, triple@x16/x16/x8 mode) AMD X399 chipset 1 x PCIe 2.0 x4 (max at x4 mode) 1 x PCIe 2.0 x1

plus side its a tasty pc should I wish to use it for that

(I prefer it to my old i7 board)

I have a motherboard with an Intel and AMD chipset that both run mining. so far, I do not see any difference from both except there are some members who do the research in detail (in mining process context).

There really isn't much difference except for the CPU pricing.

The motherboards pretty much cost the same.

If resell value is important you should get intel, they usually hold their value better than AMD and in higher demand.

better choose AMD .. for performance and price much better in comparison intel, if you are not mined again its selling price also not too fall not like intel.
most of the miners buy Amd rigs, because it has been tested greatness of the series Amd to meninmbang coin crypto

Doesn't matter at all. But AMD little cheaper with the same productivity.
But Intel mobo I like more.

Mining Rig is just a term for CPU(Mb, Processor, SSD/HDD, Usb Riser, PSU, RAM) with GPUs. so the OP did not ask about "Rig".

OP asked:
I have everything but the MOBO and CPU.

For resale value: I agree with @adaseb Intel's resale value better than AMD, but I doubt if AMD is better than Intel in its selling points or depends on each region and country.

I'd say go with amd ryzen x7 1700 or newer version, mb choose higher version with 6 pci-e slots. The 8 cores ryzen can push about 580-700 h/s in cryptonigt which is really nice speed. I think if cpu will mine all the time while rig is working, it will ROI itself and maybe MB cost. which is a nice bonus!

It would appear performance is mostly equal for the most part, depending on model, and not factoring in resale value, the main difference would then be price point.  If price point and ROI is a consideration, then it would seem AMD would be the choice.

The question is that would you mine with the CPU? If you are not mining then go for a Intel Pentium 6th or 7th gen because it is much cheaper. If not then go for AMD Ryzen which is more bang for your buck and have more cores and threads for its price, considering the counter part from the blue team. But you cannot deny that Intel still on top because of the higher IPC, but for value and price you also have a choice with AMD.

My local microcenter has and AMD A6 on sale for $45 and an ASUS MOBO for $60.

I think AMD is cheaper than Intel but the quality and life intel is much better.
And I think better to choose Intel if you want to run your miner 24/7 and for longer life.
But for Graphics card mostly they are choosing AMD graphics card for mining ethereum and Nvidia for zcash mining but according to other miners AMD GPU is more profitable than Nvidia cards.

Solving blocks can't be solved without my rigs.

Anyone know anything about ASUS PRIME B350-PLUS AM4 ATX AMD? Im reading multiple things about it and it seems getting 4 GPU's to work is tricky.

Intel CPU's typically have lower TDP (power consumption) than comparable AMD chips which matters in the long run. If you intend on mining with the CPU the architecture AMD uses tends to perform better at mining.
