He's a long time user, and he can't even post on the newbie section.

It means one can only post every 360 seconds to avoid spam.  This or someone is using his IP and posting also.

Buddy tell him to not freak out and just wait for 6 minutes. I have this limit too on my account too. The limit will get removed after 2-3 weeks of their presence here and will change to ~70 seconds.

My friend waited and he still can't post.

He also opened a brand new user, waited a long time ... and still can't post.
And then he cleared his cookies.

I think his IP might be permablocked.

I'll ask him to try TOR just to make sure.

I would try at different time. Sometimes many people use the same IP from the same Internet provider, or school

WTF?

He finally managed with Tor Client & creating a new username.
There might have been a bot posting from his IP once.

The error messages he gets lie, his IP is permabanned without him knowing it. This is at least my explanation.

theymos ... what's up with all that fortune you manage that is supposed to be used to develop the forum software?
