     This is really true , Bitcoin  will starting to bouncing back and many speculation that  BTC price will be reach up to $40000 , I agree to that speculation because last year it was reached to $19600 , and if you believe this speculation and prediction then it is still good to invest until the price will reach the $40000 mark.

ETH and BTC price increasing, means it's not a really right time to invest, I mean, there's a rule that tells us to buy low sell high and it seems that youre just going to buy high and sell higher? well that's a lot riskier than buy low high sells, and the profit will not be that much.

BTC never stops going up. Prices fall at some point due to market correction. and some sellers to lock in profits. and the bitcoin hour is 10,000$; I think BTC has gone completely up. hope 15000$ soon

If your long term holder. Its always a good time to buy Btc and altcoins because when it bull runs FOMO comes and i guess your also belong to FOMO who will be left out and buy at high price. If i were you just invest per month an extra money and wait/hold it for 5-10yrs. I know you will be millionaire  by that time and dont fear out bearish market because its normal and market wont pump forever. Just believe on crypto and believe on yout instict.

The answer on your question depends on your investment strategy and timeframes that you allow yourself for investment.
If you wold like to buy/sell often and make something close to day trading - maybe this is not the greatest moment to buy. But I wish you are here for not that type of advices and you will not create new topic every day
If you prefer long time investment - this is the perfect moment. Buy and hold, and on the long distance - you will be rewarded
