I think you have to wait 360 seconds before posting a message. Maybe to prevent spam and short messages. I wish it had some type of timer or something indicating when its ok to post.
+1 been lurking this forum for a while now but never posted. 360 seconds is really hard to trace - timer would've been nice.

A timer? If you have a clock, simply wait 6 minutes and post again. The restriction timer goes down the more active you are. Mine is about 45 seconds I believe with 42 activity. (360/60=6)

Well with your 98 activity I'd be surprised if your posting restriction timer was any more than 10-20 seconds. It's just to prevent massive spam attacks in your case.

The attempt to post resets the counter. You need to wait the full 6 minutes before you attempt to post.

when you pass a few levels you'll get away from that rule just keep on posting and do as you did, one day the rule will disappear because you're no longer a newbie

It's a fair system.

Activity (at least on my account) equals posts. So you could spend all day reading threads and learning, but have a lower activity rating than someone who posts a bunch of 'me too' posts that add nothing to the conversation.

It only equals posts up to 14. And if you don't post anyways - why care about the restrictions? They're only for posting - not reading.

Every couple of weeks your activity can increase by 14. So, even if you make 1 000 posts within 24 hours, your increase will not be more than 14
