I wanted to know what is preventing me from replying to threads or sending pm to designers for work. My msgs keep going in drafts for some reason. Guidance will be really appreciated.

Aren't you receiving an error message telling you what's wrong? In any case, my guess is you're hitting the anti-spam limits. Your activity is 1, so I believe you need to wait six minutes between private messages as well as between posts. Check out https://bitcointalk.org/index.php?topic=178608.

If the message you receive states regarding posting limit then it is because you are a newbie with 1 activity and you have to wait 6 minutes to post a newbie message.
Another possibility is that the user that you are the messages to has enabled the Block all messages by newbie option, which is activated by default by the forum to prevent spam pm's.
Better to use telegram/skype for seamless chat.

There are two types of limits:
I think the first point is your problem. Communicate with him through his ANN post

after posting your first post you have to wait for some minutes before posting another one,  if not it will be saved in your draft and even the reason why it wasn't posted will be shown on top of the box.

Little correction regarding PM limits for OP (you linked an outdated table, for PM limits use "New PM limits"): At the moment, he/she can only send a single PM per hr and only two PM's on a daily basis.

ActivityMax recipientsMax recipients if whitelistedMax PMs per hourMax PMs per hour if whitelistedMax PMs per dayMax PMs per day if whitelisted
02101402120
15310104015120

You are automatically whitelisted if you buy a copper membership.[/color] You don't need to wear the copper membership, just own it. You can also be whitelisted for free by any staff member and a few non-staff, but we're going to need some reason to think that you actually deserve it. Do not ask me for free whitelisting.

Whitelisting is a not a license to spam. You will be immediately banned if you're found spamming, even if you bought a copper membership (and you will not be refunded).

OP (apart from what others already mentioned), you can reduce some of these restrictions (to an extent) by purchasing a Copper membership:

- Your "you must wait ____ seconds between ___" counter is reduced by 75%. So if you're naturally of Newbie rank, you only have to wait 360-75% = 90 seconds.
