I wonder what will take this forum to get a bit smarter ? Why are you people in such a rush to send bitcoins to random people ? Maybe there should be some kind of education day, where the members would be disallowed to use the forums until they can pass some anti-scam test.

It's easy to get a new account and a new IP.

Plus, IP bans generate a quite a bit of threads of people (rightfully) suprised being locked off from the forum while they did nothing wrong (they just had bad luck and picked a baned IP).

DHCP is for internal networks. You mean dynamic. Also that sounds like a boring job!

I meant DHCP. DHCP is used on the internet as well. ISP will use it to give IPs to cable and DSL modems. It's not boring. I have 15 clients I manage, meaning about 20 locations, 15 sets of politics, 15 budgets, 15 different sets of applications and 15 different processes. It's never boring and always busy.
