Why do we have to wait for so long between posting? I mean, I totally get the idea with some waiting time to prevent spamming, but really, 360 seconds? Is that really necessary?

I think (hope) it only applies to new posters, after a few posts hopefully it doesnt do that anymore.

Probably because people new to Bitcoin will start asking questions that have been asked a million times, like "What if I alter the code of Bitcoin to give myself more money" or things like that. Or "What if I generate the same address as someone else"

Yeah, but they will ask those questions with or without waiting times of 360 seconds, don't you think?

I do not think so, because it is not a problem to assign this lock to IP AND account.
