Cents will be used for Decentralized exchange which requires fractional numbers. Plain payments can send only whole number amounts though.

Question 3: When will the nxt source code be released in full?
 

On the 3rd of January 2014 if the stakeholders don't decide to postpone the date. The voting will be done by sending 1 NXT to one of the 2 special addresses, every stakeholder have as many votes as coins on the balance.
