For small amounts you can use: www.virwox.com using PayPal or card, change for SSL or SLL (can't remember name) then in to BTC, you can withdraw BTC to your wallet although it can take 48 hours for new users. The limits increase with time.

The fees are high but it would get you started.

You don't need to spend days on verification, but can find traders near you.
You can buy bitcoin using cash or bank transfer, or several other ways.
