Well, telegram team may have a different plans. The team might though it open to the public before the end of the whole sale. I would have bought if it will be sold to the public.

As I heard, Russians blocked Telegram on their country and when I was in Moscow couple of years ago, they are massive user of Viber Networks so I don't think Telegram will cancel their ICO with no valid reasons.
On the other hand, Telegram built best messaging App that is too good for crypto communities.
