Every major government already has "kill switches" for the public internet within their territory established in the name of emergency planning. In addition, it is hard to believe that SHA-256 is not completely compromised in all respects by at least one three letter agency -- that could poison the system at any time they chose. It's important to remember that while BTC may be incredibly useful and has/may continue to provide amazing returns -- its durability in the case of emergency or geopolitical turmoil is open to question. I don't think OP was trolling.

Because a massively funded government agency that recruits top talent and has access to unpublished institutional research is exactly what we mean when we say 'anyone'.
Either way, after Snowden it seems apparent their focus on offensive capabilities had been so great recently that their own security protocols can hardly be used as exemplar.
