Hello,
I am going to live in Spain soon.
I would like to know what are the law and regulations regarding Bitcoin and how is it taxed ?
Should I cash out my Bitcoin in Spain ?

Difficult to say because as far as I know there is nothing final on Bitcoin treatment by the government. If you treat bitcoins in the same way as profit rendered by deposits, this should apply:
Profit of less than 6000 euros, 21% on your income tax. Profit between 6000 and 24000 euros, 25% on your income tax. Profit over 24000, 27% on your income tax.

So that's the official answer. Thanks. In Germany, it is about 20% and in France it is crazy (about 50%). Spain is very close to gibraltar, so no problem, come to spain and enjoy the party and paella I will. Thanks.

Yes, capital gains taxes are the same in all Spain. This includes Canary Islands and Balearic Islands. Be aware that it is not yet final that Spain will tax profits in bitcoins as capital gains taxes.

Let's say i'm resident in Tenerife and want to buy a house with bitcoin, i first have to sell my bitcoins in exchange for €, what taxes do i pay on this amount? Is this legal and regulated right now?
