 The new wallet is in beta testing at the moment. (only for enthusiasts and bug hunters)

Thanks and does that mean that present dogecoins will be transferred over or a Hardfork as in a re-minting of all coins.

Everyone could mine it, but everyone could also mine hundreds of other coins during that period, including dogecoin which was wildly profitable for a while.

Pandacoin is a nice coin, but saying that there's a good distribution is a lie really. The early miners were only a few guys who got lucky when the devs announced the switch to PoS.
