So yea, if I was at 950 kWh for the month or so and billing was about to cycle it would actually pay me to find some hair dryers and get them running.
I'm guessing it's a marginal rate: The lower rate is only for kWhr over the first 1k.
The first 1k are always at the higher rate. Unless the power company is stupid
and wants to encourage waste...

Actually, it's similar for me.
The first 500 kWh, they charge a slightly higher price, but all the electricity after that is discounted.
No matter how much electricity I use in a month (over 500 kWh), I still pay the same amount for the electricity.
Well, here's this month's bill: (First 500 times rate + the extra fees + the usage after 500 (3730 was total usage) + rate + fees) + the tax and service fee.
(500 * (0.085 + 0.0098)) + (((3730 - 500) * (0.072 + 0.0098)) + 16.52 + 6.25)
