They did some research and concluded that Bitcoin and other cryptocurrencies have risks and probably chances for the swiss financial place. At the other hand bitcoin is allready a payment method in switzerland and it makes sense to prove the law and ask questions about tax and money laundring.

I am no native speaker but have met Luzius Meisser and have been made aware of the lobbying work happening at the Swiss parliament. And while it is true that all parties in the Swiss parliament are discussing the legal status of bitcoin, I agree that Max Kaiser's piece of "news" about this topic is, in fact, a masterpiece of horseshit.

Can you clarify the bolded word?

In English, "clarify that bitcoin are treated" has a slightly different meaning than "clarify that bitcoin be treated".  In the first case, they are suggesting that a standing presumption be made explicit.  In the second case, they are proposing a standard into a void.

My German is really, really sketchy.  I can follow the translation in broad strokes, but a subtle point like this is far beyond me.
