Are there any lightweight wallets that don't enforce a transaction fee?

AFAIK all clients enforce transaction fees in cases in which they are necessary and nodes wouldn't relay the transaction otherwise.

Or do you mean not enforcing transaction fees when they are not needed? In that case multibit or electrum should do.
