No. Ico aint secure at all but not all ico is a scam. You asking an obvious question which been asking so many times. Goverment are trying to regulate cryptocurrency so the ico is. So many ico are canceled in last month cause of regulation on their own country that makes them cant do ICO and country such china even been ban ico since last year. I do think we do need regulation so there will be no more Scam ICO and cryptocurrency development will be more secure and safe for investors.
