He's doing it intentionally. From #bitcoin-dev on IRC a few days ago: <luke-jr> fwiw, Eligius is intentionally setting its timestamps up to 2 hours into the future <luke-jr> I'm abusing it as an extranonce until more miners implement noncerange+rollntime
